A pastry blender is used for cutting butter or shortening into flour for pie dough. You want the butter (and/or shortening) to remain cold while cutting it into flour until it's about the size of a small pea. This will help to achieve a nice flaky crust. Other methods, like a mixer or food processor tend to create too much heat, develop gluten and can easily over-mix the dough. A simple hand-held pastry blender is still the best tool for a tender and flaky pie crust.
